Belgian Philipsen wins second stage of Vuelta

The overall tour of Primoz Roglic was not endangered on the 166.7 kilometer stage. The Slovenian winner of the opening time is four seconds before the Spaniard Alex Aranburu and ten seconds in front of Matthews.
